This week, the Italian Ministry of Agriculture signed an agreement with AIB (Anti Infringement Bureau) and Breeders Trust. The agreement means that the Food Fraud Detection Inspection of the ministry (ICQRF) and the Inspection Service for seed potatoes and seeds (CRA-SCS) will work closely with AIB and Breeders Trust in targeted actions against infringement of plant variety rights and illegal propagation.
Casper van Kempen, managing director of AIB, which combats the illegal propagation of vegetable seeds: “This agreement formalises the successful collaboration that has existed for some time with the inspection and inspection services of the Ministry of Agriculture. As in many other sectors, it shows that private-public collaboration is very effective in combating piracy.”
Geert Staring, general director of Breeders Trust, which combats illegality and plant breeding rights infringements in seed potatoes and grass seeds, added: AIB and Breeders Trust will regularly exchange market information with the Italian Food Fraud Detection Inspection (ICQRF) and the Inspection Service (CRA-SCS). Training will also be given where necessary, and specialists will be supported technically during examinations of specific plants.
This collaboration must result in Italian growers only using propagating material that meets all quality demands, thus preventing the potential risk of (phytosanitary) diseases. Infringement of plant variety rights will also be tackled with severity.
The Italian Minister of Agriculture, Food and Forestry, Maurizio Martina, expressed delight with the agreement: “This agreement gives us the possibility of acting more effectively to protect the rights of seed and seed potato breeding companies. It will contribute to a more effective approach to infringement and illegality. The latter is a priority and of crucial importance for the competitiveness of the Italian agri-food sector. For these reasons, this agreement with AIB and Breeders Trust is of strategic importance for the Italian agrarian sector”, concluded the Minister.
AIB en Breeders Trust ondertekenen overeenkomst met Italiaanse Ministerie van Landbouw
Deze week heeft het Italiaanse Ministerie van Landbouw een samenwerkings- overeenkomst met AIB (Anti Infringement Bureau) en Breeders Trust ondertekend. Het convenant voorziet erin dat de Voedselwaren fraudedienst (ICQRF), en de Keuringsdienst voor pootgoed en zaaizaden (CRA-SCS), nauw gaan samenwerken met AIB en Breeders Trust bij doelgerichte acties tegen inbreuk op het kwekersrecht en illegale vermeerdering.
Casper van Kempen, managing director van AIB, dat illegale vermeerdering van groentezaden bestrijdt: "Deze overeenkomst formaliseert onze, al enige tijd bestaande, succesvolle, samenwerking met de inspectie- en keuringsdiensten van het Ministerie van Landbouw. Net als in veel andere sectoren blijkt dat privaat-publieke samenwerking heel effectief is bij het bestrijden van piraterij".
Geert Staring, algemeen directeur van Breeders Trust, dat illegaliteit en kwekersrechtelijke inbreukzaken bij pootaardappelen en graszaden bestrijdt, hierover: AIB en Breeders Trust zullen regelmatig marktinformatie uitwisselen met de Italiaanse Voedselwaren fraudedienst (ICQRF) en de Keuringsdienst (CRA-SCS). Ook zullen, waar nodig, trainingen gegeven worden, en specialisten technisch begeleid worden bij de controles van specifieke gewassen.
De samenwerking moet er in resulteren dat Italiaanse boeren en tuinders enkel teeltmateriaal gebruiken dat aan alle kwaliteitseisen voldoet, waardoor het potentiële risico van (fytosanitaire) ziekten wordt voorkomen. Ook zal inbreuk van het kwekersrecht hard aangepakt worden.
De Italiaanse Minister van Landbouw, Voedsel en Bosbouw, Maurizio Martina, toonde zich verheugd met het convenant: "Deze overeenkomst geeft ons de mogelijkheid om effectiever op te treden om de rechten van de zaad- en pootgoedveredelingsbedrijven te beschermen. Het zal bijdragen aan een effectievere aanpak van inbreuk en illegaliteit. Dit laatste is een prioriteit en van cruciaal belang voor het concurrentievermogen van de Italiaanse agri-food sector. Om deze reden is dit convenant met AIB en Breeders Trust van strategisch belang voor de Italiaanse agrarische sector”, zo besloot de Minister.
