Another possible cost would be custom duties. 

Some countries charge a duty on seed while others do not. 

We can supply as part of our paperwork a Humanitarian Donation Invoice. On the invoice it will state that "For Custom Purposes the value of each box is $10.00". 

A partner in Zimbabwe that recently received 370,000 seed packets had to pay about $200 in custom fees. 

Other countries have no custom fees on seed or agricultural products intended for humanitarian purposes.
